November also saw two petitions brought before the Board of Supervisors concerning the draft. On November 23, Wright Banks asked permission to raise 500 volunteers in Westchester, and that any district that fulfilled its quota by volunteering be exempted from the next draft. He desired to offer competitive bounties as well as "inducements… independent of the bounty offered." On November 25, the provost marshal wrote to suggest that the Board ask Governor Seymour to authorize a state bounty of $300:

"Such action on the part of the state would be followed by such a revival of the volunteer system, as would speedily remove all apprehensions of future drafting."
