Rosch Cartoon: The Presidential Snarl,
1890
John Rosch was a photographer by profession, an artist by avocation,
and a historian by nature. He documented life in White Plains from
the time of his arrival in 1874 until his death in 1949. He served
as City Historian and authored Historic White Plains in
1939. He especially enjoyed creating political cartoons such as
this one, which is a commentary on the deadlocked election for
Village President in 1890. The six men depicted were councilmen
who were evenly split on the issue of enforcing the contract for
the system of sewers. The deadlock lasted for ten weeks. It was
finally broken on the 354th ballot when Samuel Hopper was declared
Village President.
